[Communications] Holiday Newsletter

Sounds good, thanks! Has anyone else reviewed the draft?  So, when do you
think it could go out?  We want to send a blanket email with the RPF on
Jan. 4 as agreed at the last coordinating meeting, so it would be good to
have a full week for folks to absorb the newsletter.
