[Communications] COVID-19 and community gardens - guidelines to review from NeighborSpace

We could emphasize the at-home-alone  task of seed starting that they can
do right now.  Seedlings can be put on a windowsill for the sun and won't
require a group of people to care for them   Of course the list of safety
steps are important one they can go to the garden site.
