[Communications] Number of gardens supported by CCGA

It took three tries, but I reached Pat. She could not do a “guestimate” on
the number of wards that are represented by the 320 gardens listed from the
2018 conference. She liked the idea, and given the time, would like to
include neighborhoods. I would bet the farm that the number of wards is
