February Updates From the 5th District

I hope you have enjoyed the brief glimpses of warmer weather. Following the first month of the new General Assembly I have remained motivated to stand up for the issues which most impact you.
This month I want to hear what issues are important to each and every one of you. I am here to advocate on your behalf and want to base my legislative priorities off of what you believe needs to be done. I hope you will join me in this effort as we all work to make 2025 and landmark year for the 5th District. Legislative Activity Summary
----------------------------
I've continued my activity during this legislation session by sponsoring the following pieces of legislation:
HB4268: Creates the Climate Corporate Accountability Act which requires reporting entities to publicly disclose emissions registries
HB4269: Amends the Environmental Protection Act to stop the sale of new washing machines unless the machine contains a specific microfiber filtration system.
HB4297: Amends the Illinois State Police Law of the Civil Administrative Code of Illinois to require the development of an emergency alert program in the case of an active shooter.
HB4319: Amends the School Code to require all public schools to provide instruction on climate change and the conservation of natural resources in their curriculum.
HB4368: Changes the Election Code so that voter registration may now be completed on a paper application created by the State Board of Elections.
HB4571: Creates the Small Business Economic Incentive Act which requires 50% of the dollar value of economic incentives awarded to businesses by the State must be earmarked for businesses with 50 or fewer full-time employees.
HB4719: Amends the Illinois Secure Choice Savings Program Act to require employers to set up a qualified retirement plan rather than any employer-sponsored retirement plan and changes the designation of specific plans as qualified retirement plans.
HB4783: Amends the Metropolitan Water Reclamation District Act to change the mandatory competitive bid threshold for the District.
HB5784: Amends the Metropolitan Water Reclamation District Article of the Illinois Pension Code to require employees to be examined annually to receive an ordinary disability benefit and grants the Board the power to issue subpoenas in relation to the issue.
HB4790: Changes the Illinois Income Tax Act to create a credit of 20% of the conversion expenditures the taxpayer pays for a qualified converted building.
HB5092: A professional sports team that plays the majority of its home contests at a facility and has received authorization from the public entity owning the facility may apply for a master sports wagering license.
HB5093: Creates the Student Bill of Rights Act which provides students in public schools and public higher education institutions have the right to be free from discrimination based on race, sex, gender, economic status, and mental and physical ability.
HB5097: Qualifies that all youth in care must have a Haircare Plan included within their larger care plan which addresses the desires of the youth and parents and their respective desired connection to a particular culture, gender, religion, race, or identity.
HB5098: Creates the Chicago Downtown Revitalization Task Force Act which will help examine and recommend policies to improve economic activity and revitalize downtown Chicago.
HB5420: Requires the testing for GAMT deficiency for all newborns.
HB5421: Amends the Rivers, Lakes, and Streams Act to require the EPA to monitor water quality of Lake Michigan and provide an executive summary twice a year to the General Assembly and Governor.
HB5490: Qualifies that for domestic and foreign corporations no payment is needed for a franchise tax due on or after January 1, 2025.
HB5494: Requires that public higher institution educations display the estimated costs of course materials for at least 75% of for-credit courses.

Updates from the General Assembly
---------------------------------
Both chambers of the General Assembly will be back in Springfield on February 20th for three days. So far during this General Assembly session 9,000 bills have been introduced which are currently being assigned to committees.
On February 21st the Governor will present the State of the State and Budget address to the General Assembly. Together, the Governor and the General Assembly have collaborated to make the past 5 budgets all balanced.
The Commission on Government Forecasting and Accountability just released its January Revenue Report showing an increase in sales taxes and federal sources but a decrease in income tax receipts. The report showed General Fund revenues did decrease but this difference was expected. You can read the full text of the report below.

Chicago Construction Summit

Attend the City of Chicago Construction Summit this upcoming Thursday February 22nd from 9AM to 4PM at Malcom X College. Back to Business Grants

You are now able to Vote by Mail for the upcoming March 19th Presidential Primary Election. To apply to Vote by Mail you can click on the link below. Applications must be submitted by 5PM on March 14th.
Early Voting begins February 15th at 9:00AM in Downtown Chicago and willl open in all other wards on March 5th at 9AM. You are able to vote at any Early Voting site regardless of your place of residence in Chicago.
