Dear Neighbors and Friends,
As we have recently closed out a successful legislative session I would like to share some budgetary highlights. This years General Funds budget is a $55.1 billion plan which builds on economic development ($62M), early childhood ($958M), K-12 education ($311.8M), higher education ($119.9M), health and social service programs ($744.4M), public safety ($57.5M), workforce development, restorative justice and violence prevention efforts, alongside investments in natural resources and infrastructure. It is important to note that this budget is balanced, meaning there is neither a deficit or a surplus in the breakdown of this budget.
In addition, my office is thrilled to announce the passing of SB1504. This bill amends the Children and Family Services Act, requiring the DCFS to make efforts to develop youth transitions plans for all youth in care 18 and over. Each plan must include youth housing, education, physical and mental well-being, financial stability, employment and more. Through the passing of this bill, Illinois can better help youth under DCFS' care easily transition into independency. This session we also passed HB1700 which amends the Deposit of State Moneys Act and the Public Funds Investment Act. The act requires public agencies to consider historical ratings when deciding if funds should be provided to that institution to better reinvest in our communities and bolster critical institutions.
As we move through the spring season, I'm inspired by the incredible dedication I see throughout our community. This month, I want to highlight the outstanding work of individuals who are making a real difference in the lives of our students and families.
I'm proud to recognize Arthur Dennis, a former educator, passionate civic leader, and fifth district constituent, who is helping shape the future of Chicago's classrooms. As a Recruitment Specialist with Teach Chicago Tomorrow, Arthur has played a vital role in supporting more than 100 CPS high school seniors as they commit to becoming future educators. His tireless dedication to mentorship, diversity in education, and community engagement reflects the best of public service.
Arthur's work is particularly meaningful as we face ongoing challenges in teacher recruitment and retention. By inspiring the next generation of educators and providing them with the support they need to succeed, he is investing directly in our community's future. The ripple effects of his efforts will be felt in classrooms across Chicago for years to come. Thank you, Arthur, for investing in our students and strengthening the teacher pipeline for generations to come.
While we continue to work together to address the needs of our district, I remain committed to supporting initiatives that strengthen our schools, create opportunities for our young people, and build stronger communities. The dedication of individuals like Arthur reminds us that positive change happens when we all contribute our talents and energy to the common good.
I encourage you to stay engaged with the important issues facing our community. Your voice matters, and together we can continue building a brighter future for all our residents.

**NEW PUBLIC ACTS**

SB1504: Amends the Children and Family Services Act. Requires the Department of Children and Family Services to make reasonable efforts to develop a youth-driven transition plan for each youth in care aged 18 and over for whom the court has set a permanency goal of independence or home environment not appropriate.
HB1700: Amends the Deposit of State Moneys Act and the Public Funds Investment Act. Provides that the State Treasurer or any public agency may consider the current and historical ratings that a financial institution has received under the Illinois Community Reinvestment Act when deciding whether to deposit State or public funds in that financial institution.
