The budget maintains a strong commitment to fiscal responsibility while still championing more expansive investments in education, healthcare services, public safety, and economic development. This budget is the 6th balanced budget in a row. It continues the strong progress of responsible saving for the future and paying off previous bills.</span></p><p style="margin: 0;"> </p><p style="margin: 0;"><span style="font-family: Arial; font-size: 16px;"> The budget provides for key investments in education including early education, K-12 education, and higher education. It outlines more funding to add 5,000 seats in preschool deserts and $14 million to launch the Department of Early Childhood. Additionally, the budget earmarks $45 million for a program eliminating teacher vacancies, $350 million to continue an evidence-based funding formula of K-12 education, and $10.2 million in increased Career Technical Education Programs. It also grants $30.6 million to public universities and community colleges and $8 million for a program encouraging minority teachers.</span></p><p style="margin: 0;"> </p><p style="margin: 0;"><span style="font-family: Arial; font-size: 16px;">Besides a strong commitment to investment in education, the budget also prioritizes health and social service programs. This includes $90 million dedicated to the Home Illinois program aiming at supporting the unhoused population. The budget also invests in the Department of Children and Family Services and sets aside $4.4 million to the Department of Public Health to asses the maternal mortality rate across different communities. The budget also provides $182 million in emergency funding for those seeking asylum. In terms of public safety, the budget invests $60 million in providing in-car and body cameras to local law enforcement agencies. </span></p><p style="margin: 0;"> </p><p style="margin: 0;"><span style="font-family: Arial; font-size: 16px;">The budget also includes significant investment in economic development and infrastructure including funding for the Illinois Grocery Initiative which addresses food insecurity and investment in competitive business development capital grants.</span></p><p style="margin: 0;"> </p><p style="margin: 0;"><span style="font-family: Arial;
