[Communications] Total rewrite of pieces

Amy,

OK here's a rewrite on Maxwell and the Water Hydrant Policy.  Probably best
to just scrap what I sent earlier and go with this.

The new content about the Water Policy comes from May Toy, who I trust to
have given this enough thought.  She is considering being that advocate but
hasn't committed.  Perhaps someone else will step up to work with her.
