[Communications] [Resources] Another community garden caught in red tape over water policy

Zoom is really easy but email may better keep the focus on this issue
alone. So yes, go with email. Put a reasonable deadline for response on
committee email to get this moving. People may be in their gardens and not
respond in a timely manner if not pressed to do so. Just a thought.
