[Communications] Working Group Name Change

Juie and I have had several discussions and I am working on a draft.

Unfortunately work is extremely busy and I am tied to the fire hydrant at
Maxwell every day after work except 2 as we still don't have the custodial
cap removed OR the permit. It's on "me" to make sure there is water to
refill the storage tanks and to water the community beds until we get the
permit and I can allow others to hook up with the fire department.

High season for Maxwell is an  understatement.

We also have a fund raiser on June 16th and a memorial dedication in July
or early August.

I'm doing the best I can do.
