[Communications] Newsletter, Survey, and Motion to Support

For the groups that I work with, I usually send an email asking for a yes
or no vote.  It tends to get a better result for commenting.  I think we
need to do the survey first to understand how great the need is for help.
 The go-fund me is fine for cost of the RPZ since that is more a one-time
cost.  For the liability insurance, that's an annual operational expense
which is not a good match for a go-fund me campaign.   I think we need to
run it at break-even and pass the expense back to the gardens who need it.
I'm not that familiar with CCGA's finances but unless there is a regular
stream of revenue coming in, it, that's a large expense to absorb.
